Senior Procurement Specialist - Public Procurement
This well established public sector body are keen to recruit an experienced procurement prof. to manage a range of Supplies & Services & manage key contracts for these.
You will : -
- Develop & challenge specifications & processes.
- Be exp. in running public procurement competitions & achieving value for money & compliance.
- Be responsible for managing the full public procurement tender process for various supplies & services & service concession contracts.
- Work in partnership with internal budget-holders, other key staff & the OGP.
Principal Duties & Responsibilities:
- Provide advice to University staff on tendering policies & procedures.
- Maintain & develop commodity expertise in market trends, technologies etc.
- Establish & lead commodity groups comprised of key internal stakeholders.
- Conduct analysis & research of current expenditure on your commodities.
- Develop sourcing strategies for commodities/projects.
- Conduct competitive National & EU tenders for Supplies & Services in line with policy
- Conduct Supplier negotiations.
- Manage Contracts & evaluate supplier performance.
- Manage staff as required.
- Organisational & administrative duties associated with tendering & contract mgt..
- Records mgt.- keep updated all files & relevant records pertaining to the procurement process on an ongoing basis.
- Report on project progress, cost savings, efficiency building or quality improvement initiatives.
Exp. & Qualifications
- Up to 5 years relevant prof. exp. working in a Procurement role in a large organisation
- Min 3 years of above prof. exp. delivered at senior level managing procurement projects end-to-end.
- Degree or technical qual & experience of Public Procurement, Project Mgt., S/Chain
Functional Competencies
- Relevant Public sector Procurement Policies & Practices:
- An excellent understanding of public sector procurement policies at a national & EU level with extensive exp. of their application within the centralised procurement model.
- Compliance & Governance: of compliance & governance framework as it applies to the public sector in Ireland.
- Development of a procurement compliance framework.
- Risk Mgt.: An excellent knowledge & understanding of the mgt. & mitigation of risk in the areas of contract mgt. & public procurement.
- Commercial Awareness & Acumen
