Programme Manager - for/with CEO & Exec Leadership Team.

Dublin, 15 months FTC.

About the Role

  • An exciting opportunity has arisen for an experienced Programme Manager to join the Office of the CEO and Executive Leadership Team (ELT) in a dynamic and fast-paced environment.
  • Reporting directly to the CEO, and working closely with the ELT, you will be pivotal in driving strategic objectives, coordinating key initiatives, and ensuring effective communication and alignment across the organisation.
  • This is a highly influential, cross-functional role suited to someone who enjoys strategic planning, problem-solving, relationship-building, and leading complex programmes of work to successful delivery.

Key Responsibilities:

You will be supporting the CEO and organisation-wide strategic delivery, including:

Strategic Leadership & Delivery

  • Driving the delivery, analysis, and evolution of organisational and strategic goals.
  • Advising and supporting the CEO in managing engagements, priorities, and relationships.
  • Leading tactical, strategic, and operational initiatives sponsored by the CEO.
  • Driving execution of projects, business plans, and cross-functional priorities agreed with the CEO and ELT.

Governance, Reporting & Communications

  • Drafting, coordinating and quality‑assuring documents, briefings, and Board papers on behalf of the CEO.
  • Providing analytical insights, research, and relevant business intelligence to inform decision-making.
  • Managing all internal communications originating from the Office of the CEO.
  • Overseeing reporting requirements and ensuring effective information flow across key stakeholders.

Cross-Organisational Collaboration

  • Liaising across all directorates, business units, and teams to support strategic alignment and delivery.
  • Building strong internal relationships and fostering collaboration across grades and functions.
  • Working closely with Public Affairs and other relevant teams to deliver impactful stakeholder engagement.

Operational & Team Leadership

  • Managing executive support staff within the CEO's team.
  • Strengthening operational cadence, meeting structures, and workflow processes.
  • Handling escalations or unsolicited contact to the CEO's Office (e.g. complaints, lobbying, or urgent queries) with professionalism and efficiency.

Knowledge & Skills Required

  • Experienced in identifying, prioritising and progressing strategically important actions.
  • Experience advising senior leaders and supporting complex work plans.
  • Proven expertise in managing and coordinating multi‑disciplinary projects.
  • Strong analytical, interpretive, and problem-solving skills with sound judgement.
  • Excellent written and verbal communication skills, including representing CEO's Office in public forums if needed.
  • Can deliver results across scope, time, risk, cost, and quality.
  • Excellent organisational skills, can multitask and manage competing deadlines.
  • Strong relationship‑building skills and can work collaboratively.
  • Strong attention to detail, numeracy skills, and commitment to quality.
  • Can work independently and take initiative.
  • Strong IT proficiency.

Experience & Qualifications

Essential

  • Degree at Level 8 (or higher) in Business, Project Management, Business Analysis, etc .
  • 5+ years' experience in a managerial capacity, including working with senior leadership teams.
  • Proven stakeholder management experience involving complex interdependencies.
  • Strong written and verbal communication skills, including report writing and presenting.
  • Demonstrated ability to work strategically and manage complex projects end‑to‑end.
  • Passion for organisational strategy, leadership, and public-impact work.

Desirable

  • Understanding of corporate governance or public-sector governance.
  • Experience managing strategic initiatives or organisational transformation projects.
  • Experience improving customer experience or public service delivery and can work cross-functionally to solve issues creatively.
  • Additional information: Hybrid working - 2 days on site per week, 30 days holiday plus Bank Holidays, also eligible for pension and a vibrant and interesting place to work.
