Role Overview

The Senior Procurement Manager is a senior, strategic leadership role responsible for developing and embedding a best‑in‑class procurement function across multiple European countries.

Reporting to the Head of Procurement, You will play a critical part in ensuring construction projects are supported by a resilient, compliant, and high‑performing supply chain.

The position focuses on standardisation, supplier relationship management, strategic sourcing, risk mitigation, and value creation across key procurement categories.

The role requires a strong construction procurement background, broad category knowledge, and deep expertise in Supplier Relationship Management (SRM), contract negotiation, and cross‑border team leadership.

Key Responsibilities

Procurement Leadership & Strategy

  • Lead and manage procurement teams across multiple EU countries, ensuring consistency, compliance, and alignment with group strategy
  • Support the development and execution of strategic procurement initiatives across construction projects
  • Drive standardisation of procurement processes, policies, and supplier frameworks

Supplier Selection & Supplier Relationship Management

  • Identify, evaluate, onboard, and manage suppliers who meet defined quality, cost, compliance, and performance standards
  • Build and maintain strong, collaborative supplier partnerships
  • Lead quarterly supplier reviews and maintain comprehensive supplier profiles
  • Ensure contractual compliance and performance against agreed KPIs

Contracting & Commercial Negotiation

  • Lead high‑stakes commercial negotiations to secure favourable pricing, rebates, and contractual terms
  • Implement framework and Master Services Agreements (MSAs) across the supply chain
  • Leverage volume and scale to drive cost competitiveness and value

Risk Management & Compliance

  • Monitor economic, geopolitical, and market trends impacting construction materials and supply chains
  • Proactively identify and mitigate supply chain risks
  • Ensure compliance with industry standards, regulatory frameworks, and GMP requirements where applicable

Value Creation & Continuous Improvement

  • Drive sourcing strategies, renegotiation plans, dispute resolution, and cost‑saving initiatives
  • Identify and implement procurement process improvements and best practices
  • Champion sustainability initiatives within procurement and the wider supply chain

Systems, Data & Reporting

  • Oversee continuous improvement of ERP‑based procurement and materials management systems
  • Provide clear, data‑driven insights and reporting to support strategic decision‑making
  • Maintain high standards of procurement governance and audit readiness

Leadership & Stakeholder Engagement

  • Provide leadership, direction, and mentorship to procurement teams
  • Act as a key internal stakeholder partner, setting standards and influencing best practice across the business
  • Perform additional duties as required by the line manager

Person Specification

Essential

  • Proven experience in strategic procurement within the construction industry
  • Minimum 8 years' experience in a senior procurement or category management role
  • Strong background in Supplier Relationship Management (SRM) and category management
  • Demonstrated experience managing procurement teams across multiple locations or countries
  • Excellent commercial and negotiation skills with the ability to secure value under pressure
  • Strong project management skills with the ability to manage multiple priorities and deadlines
  • Highly organised, process‑driven, and capable of working independently
  • Excellent communication skills, with the ability to engage and influence senior stakeholders
  • Strong analytical capability, with experience using procurement systems, ERP platforms, and data tools
  • Willingness and ability to travel internationally as required and this will be without needing a visa to move across European countries as travel can be at short notice.

Desirable Criteria

  • Experience working in fast‑scaling or high‑growth construction environments
  • Exposure to GMP‑regulated projects or life sciences construction
  • Experience leading sustainability initiatives within procurement
