Procurement Specialist - Public Sector

In this role you will be a key member of a public sector procurement team.

You will ideally have: -

  • A qualification in Public Procurement with a min of 3 years' exp. in Public Procurement.
  • Experience in tendering in the utilities sector, under EU directive, 2014/25/EU desirable.
  • Responsible for RFXs and contract management of goods & services for company.
  • Experience in tendering procedures, such as Frameworks, Qualification systems, Dynamic Purchasing Systems, Competitive Dialogue and Negotiated procedures
  • Procurement and sourcing, negotiation; strategic selection of goods and services needed

Role/Considerations:

  • Ensure best practice procurement which is compliant
  • Run tender process in line with EU Directives
  • Negotiate with suppliers to achieve value for money through tendering
  • Ensure timely and efficient awarding of contracts
  • Run RFQs and liaise with relevant stakeholders
  • Responsibility for review and management of contracts

Develop contract management plan for contracts

  • Manage & maintain relationships with suppliers and end users
  • Ensure terms and conditions of contracts are adhered to
  • Track actual spends versus budget and actual spend
  • Develop relevant KPIs for analysis of costs and supplier performance
  • Periodic review costs accurate for period
  • Consider automation of processes, where possible

Skills & Knowledge required for this role:

  • Qualification in Public Procurement would be excellent
  • Minimum of 3 years' experience in Public Procurement
  • Ability to meet deadlines and manage many RFXs at once
  • Desired knowledge & hands-on usage of SAP and Coupa welcomed
  • High level of proficiency in Microsoft Excel and Word
  • Good communication and time management skills
  • Good business awareness
